Open Question: will it be on the permanent record?

ok my little cousin is 18 and the other day she was caught shoplifting out of albertsons and the total of the things she took was $12.62 and she got a citation for theft under $50 we were wondering if she pays it on time and plea no contest would it be on her permanent record and affect her getting jobs in the future. it was her first time and she doesn't have anything else on her record. and she's a college student majoring in criminal justice will she be able to get a job in that field in two years? it was a very stupid mistake and will never do it again so i hope it doesn't affect her future too badly ok so if she doesn't go to court or anything just pay it will she be able to get it expunged anyway? like community service or something
