Open Question: Computer not detecting my external hard drive?

I need help and am not a computer expert, so I'm just going to describe what happened and hope that that's enough: I have a duo core processor and an external hard drive assigned to "J". A while ago the CPU(?) usage for "Core 1" started to spike. I thought nothing of it at first, but when I went to "My Computer" -> "J:" only the first two folders were displayed and the address bar started to slowly load. It stopped near the end and, after waiting a few minutes, I closed the window and opened "J:" again and the same thing happened again. A bit later, "Core 1" started to stay at 100% usage while "Core 2" was hovering around 15% usage. I got worried and went to the Task Manager and under the "CPU" the "NT Kernel & System" and the System Idle Process were at the 40's to 50's. Afraid that ending either of those two's processes would make things worse, I x-ed out of it. I'm not exactly sure what I did after that (I think I opened my internet browser or something), but "Core 2" started to work at 100% as well. Freaking out and not knowing anything I tried opening the task manager, but nothing happened. I tried clicking around but else nothing happened. But soon, my mouse stopped working as well. I don't want to say that my computer froze because my computer's clock was still ticking, but after that nothing responded. Not knowing what else to do, I forced the computer to shut down. I started the computer back up under safe mode, shut it down properly, and re-started it again. Everything seemed to be back to normal, but now my external hard drive doesn't appear at all. I know that it's turned on, it has power, it's getting power(?) from my computer's USB slot, it's not appearing on "My Computer", it's not appearing on the Disk Management thing under Computer Management in Administrative Tools nor the "Safely Remove Hard Drive" thing, and that I have no idea what to do now. I searched online already for some stuff, but most of their cases could be solved by formatting the disk or something, so any new help would be appreciated, even if it's directing me to somewhere else that could help.
