Open Question: Little Brother help?????

Well my brother is 11 and my mom just told me about his progress report and it was bad. His SS grade was i believe like a 55 so far and the teacher says that he is very talkative and disruptive in class. He says it is because of other kids in the room which gets him going. I told him to ignore them and pay attention. He rarely does his homework and has an essay he never did. i tell him when he gets home to do his homework but when he does come home he says that he finished it at school. He also never completes all the homework. He has had a history of lying to the family. I saw some unfinished work that he never completed so i told him to finish to make sure he knew it because most of his test have been in the 50's but than he told me his teacher does not care but i told him that the family cares and i told him i don't want to see him fail the 6th grade and be lazy in high school and accomplish nothing and flipping burgers all the time. All he does is go to his room and plays video games or watches tv. We also try to get him to do chores to help us out because the rest of the family works but he just says no and goes to his room. He thinks the whole world revolves around him. What are some things that i can do to get him to start doing his homework again and not fail.
